This bug was fixed in the package openvswitch - 2.7.0-0ubuntu3

  * debian/test/vanilla, debian/test/dpdk: stop openvswitch-testcontroller
    as it conflicts with tests for mininet >=2.2.2-1 (LP: #1698808).

  Recent versions of mininet break the openvswitch tests.

  There never was a passing 2.2.2-1 in
  http://autopkgtest.ubuntu.com/packages/mininet/artful/amd64 so far :-/

  While I can't see how mininet got through artful-proposed the fix
  seems rather clear.
