[Bug 1703483] [NEW] python-oslo.db and python3-oslo.db both breaks/replaces python-oslo.db

Public bug reported:

This means for one thing that they can't be co-installed, so python-
neutron-lib which build-depends on both ftbfs now.

The breaks/replaces appeared in http://paste.ubuntu.com/25064906/
possibly as a result of overzealous search/replace? Anyway, I'm pretty
sure they're wrong.
