openvswitch and openflow controller setup - so we can attempt to
reproduce your issue.

Title:
  Openflow 1.3 version script failing with BSN

Status in openvswitch package in Ubuntu:
  Incomplete

Bug description:
  I have executed github openflow 1.3 scripts with Openvswitch and got
  the below error as openvswitch not accepting the message
  (OFPBRC_EPERM)

  Also , bsn_gentable scripts all are failing due to “error.err_type,
  error.code” .PFA errors.
