Title:
  After installation of quantum-server, upstart job does not pick up
  plugin config

Status in quantum package in Ubuntu:
  Won't Fix

Bug description:
  The quantum-server upstart job attempts to add an additional
  '--config-file=' argument to quantum-server if a plugin config is
  present (specified in /etc/default/quantum-server, defaults to
  openvswitch plugin).

  When instaling quamtum-server and quantum-plugin-openvswitch together,
  its expected that quantum-server starts for the first time with an
  argument '--config-file
  /etc/quantum/plugins/openvswitch/ovs_quantum_plugin.ini', but this is
  not the case.   it is not until quantum-server is restarted that the
  additional argument is added.

  This results in the plugin-specific database not being present on
  first startup of quantum-server.

  Perhaps the plugin package postinst can restart quantum-server if it
  is installed locally.
