The gerrit review you linked to is master for trove and that corresponds
to ocata.  zesty is the ubuntu release that will have ocata, which is
also backported to xenial via the cloud archive.

Bug description:
  I was told about this CR https://review.openstack.org/#/c/393221/
  which fixes some Xenial/Trove issues. Will this be added to the Xenial
