that will be included in the next Queens upload of horizon.

Bug description:
  horizon timeout at the browser; no obvious errors found on the logs
  solution was adding "WSGIApplicationGroup %{GLOBAL}" to /etc/apache2/conf-enabled/openstack-dashboard.conf
