Bug description:
  The cinder charm (and pretty much every other openstack charm) doesn't
  provide a nrpe-external-master interface, making monitoring it
  awkward.  To fix this it simply needs the following added to the
  provides section of the metadata.yaml:

    nrpe-external-master:
      interface: nrpe-external-master
      scope: container

  I've got a branch at lp:~brad-
  marshall/charms/trusty/cinder/add-n-e-m-interface with the change in
  it.
