  swift-object-reconstructor service doesn't have upstart scripts in

Status in swift package in Ubuntu:
  Invalid

Bug description:
  We use OpenStack upstream puppet manifests to deploy OpenStack Mitaka
  release and we found the following error with Swift installation from
  Ubuntu UCA repository:

  https://bugs.launchpad.net/fuel/+bug/1610947

  So, our puppet manifests failed with the error:
  (/Stage[main]/Openstack_tasks::Swift::Proxy_storage/Service[swift-object-reconstructor]) Could not evaluate: Could not find init script or upstart conf file for 'swift-object-reconstructor'
