os-vif managed to bump back into universe, and now nova is trying to
pull it back into main.
Setting back to 'Fix Committed'; I think this was just timing between
promotion to main and upload of the nova version that uses os-vif.

Refactoring of interface plugin code in Nova for Neutron integration into a separate library (allowing better collaboration upstream between projects, with clear delineation of responsibility). So most of this code has heritage in Nova, which is already in main.
