Without access to EMC VNX or XIO I can't start to try to reproduce this;
it would be helpful if you could provide logs from the cinder-volume
service's supporting these backends - in debug log mode even better,
then there might be sufficient information to attempt to triage this
issue.

Bug description:
the openstack version is kilo on buntu14.04. using MAAS+JUJU to deploy
it.
1. create instance from image, create instance snapshot, successfully
2. create volume from one XIO_iSCSI backend, create instance 498164ac-c853-4a5a-93d0-7abab3639c5d from volume, create instance snapshot. the size is 0 byte.
3.create volume from one VNX_FC backend, create instance 4cec5383-8bc2-4fd9-aafd-473e16d97833 from volume, create instance snapshot. the size is 0 byte.
