Bug description:
  Installing MAAS on a fresh VM makes the system want to remove ubuntu-
  minimal:

  ubuntu at maas:~$ sudo add-apt-repository cloud-archive:tools
  ...
  ubuntu at maas:~$ sudo apt-get update
  ...
  ubuntu at maas:~$ sudo apt-get install maas
  ...
  The following packages will be REMOVED:
    isc-dhcp-client ubuntu-minimal
  ...

  Doing:

  $ sudo apt-get install maas isc-dhcp-client ubuntu-minimal

  Results in:

  ...
  The following packages will be upgraded:
    iproute isc-dhcp-client isc-dhcp-common
  ...
