Issue was related to misunderstanding of bundletester's "reset: False"
functionality.  It doesn't destroy/bootstrap as we had thought.

Bug description:
  kilo cinder.conf section-keystone-authtoken-legacy missing
  identity_uri

  Amulet test "test_300" [0] checks for identity_uri in the cinder.conf,
  but it is not there in the resultant cinder.conf on disk [see
  attachment].  As far as I can tell, it should be there.

  The cinder kilo template [1] uses {% include "section-keystone-
  authtoken-legacy" %} [2] which defines identity_uri.
