Is that not already the case ?

libfcgi (2.4.0-8.4) unstable; urgency=medium (yakkety)

  * Non-maintainer upload.
  * Enable Multi-Arch: (Closes: #823600)
    + Switch to debhelper 9 to support multiarch paths.
      + dh option --with must come after sequence
    + Split cgi-fcgi to separate M-A:foreign package libfcgi-bin.
    + libfcgi0ldbl only Recommends libcgi-fcgi to avoid a circular dependency.

Maybe you are asking for backport instead.

Title:
  Please add support for multi-arch

Status in libfcgi package in Ubuntu:
  Incomplete

Bug description:
  Looks like Debian picked up 2.4.0-8.4. Would be great if Ubuntu can
  get that too, and also add support for multi-arch (Multi-Arch: same).
  This will be of great help when cross compiling.
