  nova-rpc-zmq-receiver is packaged with nova-scheduler, which need to

  Won't Fix

Bug description:
  Currently nova-rpc-zmq-receiver is packaged with nova-scheduler, where nova-scheduler will be running on controller node[s] and nova-rpc-zmq-receiver to be running on all nodes including controller and compute nodes; also zmq receiver is not specific to nova-scheduler. So nova-rpc-zmq-receiver should be packaged separately.
  In current situation, one need to install nova-scheduler on all nodes just to have nova-rpc-zmq-receiver available.
