I agree this is likely a race condition since it only seems to be
occurring on s390x. This test was recently updated to dump the neutron-
server.log.  Let's see if we get anything useful from that the next time
this fails.

  This started a few days ago again, and already happened in September.
  Please make this more robust, as it's apparently some kind of race
  condition.
