We should get this packaged up. You may also want to open a bug for
Debian, in case they are able to get to this before we do, then we can
sync it over to Uubntu.

Bug description:
  Sahara-tests is made of two different parts:
  - scenario tests (end-to-end)
  - Tempest and Tempest-like tests for Sahara (while Tempest tests for Sahara have been removed from Tempest).

  Without this package, for example, the upstream Puppet OpenStack gates
  are not properly testing the patches for Sahara as part of the
  scenario003 job, because there are not Sahara-related Tempest tests in
  the existing packages.

  The two part of sahara-tests can be packaged into two independent
  binary packages (this is what RDO did).
