[Bug 1638984] [NEW] Request for a new package: sahara-tests

Public bug reported:

Sahara-tests is made of two different parts:
- scenario tests (end-to-end)
- Tempest and Tempest-like tests for Sahara (while Tempest tests for Sahara have been removed from Tempest).

Without this package, for example, the upstream Puppet OpenStack gates
are not properly testing the patches for Sahara as part of the
scenario003 job, because there are not Sahara-related Tempest tests in
the existing packages.

The two part of sahara-tests can be packaged into two independent binary
packages (this is what RDO did).
