This is due to a mismatch between the client library version (which
would have been jewel) and the backend (still hammer).

We don't test for this type of mixed deployment; the ceph backend really
should be upgraded in advance of clients to prevent this type of
situation.

  Upgraded cinder running on 14.04.4 with

  $ juju set cinder openstack-origin="cloud:trusty-mitaka"

  The upgrade completes without errors.

  However, creating volumes fails, with this traceback:

  The ceph backend is running version 0.94.6-0ubuntu0.15.10.1~cloud0;
  from the above trace I suspect that upgrading the ceph backend is a
  requirement, is that correct? If that is indeed the case this should
  probably be reflected in the relnotes eg. here
