Is this still needed now with that recent(ish) changes to archive
allowing for main build-depends in universe?  And if so can be demoted
back to universe?

  Dependency for cinder; tgt is still the preferred iSCSI solution for Ubuntu, but patching out the support in cinder for rtslib has become increasingly complex - so we'd like to have this in main just for unit testing;  the runtime dependency will remain a suggests.

  Package builds OK; no unit test suite to execute.

  All in main.
