Bug description:
  [Impact]
  The heat package for vivid is not currently including all of the required binaries to administer a heat deployement.

  [Test Case]
  sudo apt-get install heat-common

  heat-keystone-setup-domain
  heat-db-setup

  (both commands are missing)

  [Regression potential]
  None - just including the missing binaries
