I agree, I'm going to untarget Manila upstream since the bug appears to
be limited to the ubuntu package.

Bug description:
  It is not possible to execute the command "service manila-share
  start/stop/restart" because the init script is missing.

  Repository: Openstack liberty
  Distros: ubuntu 14.04.3 and ubuntu 15.10.
