Looks like I uploaded this prior to seeing the bug so there won't be a
bug reference in the changelog.  Nonetheless, this is building for
xenial right now and I'll backport it to the cloud archive once it's
done.

  Deploying Mitaka b2 (b1 was working perfectly), /usr/share/aodh-
  common/app.wsgi is now missing and it's impossible to start Aodh API
  in WSGI.
