I agree with Jens that /etc/ceph should *not* be owned by the ceph user,
but the files contained within it must be readable by the ceph user.

/var/lib/ceph as root should not present a problem so long as the
subdirs are owned correctly.

Still need to ID the problem around /var/run/ceph - Chirs - what was
your path to this install problem, and does it still exist?
