[Bug 1597406] [NEW] Incorrect location of /etc/defaults in ceph systemd files

Public bug reported:

All ceph services have EnvironmentFile=-/etc/default/ceph

But package ceph-common have file /etc/default/ceph/ceph. If user change
anything in this file (/etc/default/ceph/ceph) systemd would ignore
those changes (because it expects /etc/default/ceph be a file, not a
directory.

Reporting against Xenial's ceph: 
ceph-common  10.2.0-0ubuntu0.16.04.2
