I hope I'm not nitpicking here - I think it would be good to explicitly
mention the dependency on Jewel here, as that version has some specific
upgrading quirks of its own (eg. user/group ceph instead of root)

Bug description:
  As per Bug #1581572 the cinder charm running Mitaka installs Ceph
  Jewel client libraries, which are incompatible with previous versions
  of Ceph.
