[Bug 1595915] [NEW] Document Mitaka/Jewel dependency

As per Bug #1581572 the cinder charm running Mitaka installs Ceph Jewel
client libraries, which are incompatible with previous versions of Ceph.

This dependency should be documented, eg. here:
