[Bug 1607095] [NEW] ubuntu cloud archive repo includes python-setuptools package that breaks with trusty version of python-pip

Public bug reported:

When we install python-setuptools from the cloud repo, it is too new to
work with the version of python-pip that is included with trusty (as can
be seen with `pip freeze`). If we then manually install a newer version
of pip with easy_install it works fine.
