Public bug reported:
When we install python-setuptools from the cloud repo, it is too new to
work with the version of python-pip that is included with trusty (as can
be seen with `pip freeze`). If we then manually install a newer version
of pip with easy_install it works fine.
```
# dpkg -l | egrep 'python-(pip|setuptools)'
ii python-pip 1.5.4-1ubuntu3 all alternative Python package installer
ii python-pip-whl 1.5.4-1ubuntu3 all alternative Python package installer
ii python-setuptools 18.4-1~cloud0 all Python Distutils Enhancements
ii python-setuptools-whl 18.4-1~cloud0 all Python Distutils Enhancements (wheel package)
```
```
# pip freeze
