The last change made by zigo is especially important. Otherwise in
yakkety when building a package which build-depends on both python-
oslo.policy and python3-oslo.policy, I get this error:

Selecting previously unselected package python3-oslo.policy.
Preparing to unpack .../python3-oslo.policy_1.11.0-0ubuntu1_all.deb ...
Unpacking python3-oslo.policy (1.11.0-0ubuntu1) ...

 trying to overwrite '/usr/bin/oslopolicy-list-redundant', which is also in package python-oslo.policy 1.11.0-0ubuntu1

  Explanation of the Ubuntu delta and why it can be dropped:
    * New upstream release.
    * d/control: Align (Build-)Depends with upstream.

    * Standards-Version is 3.9.8 now (no change)
    * d/rules: Changed UPSTREAM_GIT protocol to https
    * d/copyright: Changed source URL to https protocol
    [ Corey Bryant ]
    * New upstream release.
    * d/gbp.conf: Update branch for Newton.
    * d/control: Align (Build-)Depends with upstream.

  All of those changes were made in Debian also.
