FYI - I was not able to raise this bug against the cinder-backup charm,
as LP claims it is not a valid project in the Juju Charms Collection.

Status in cinder package in Juju Charms Collection:
  New

Bug description:
  cinder-backup needs workload status feature, in line with the other
  OpenStack Charms.  This is important for observability and
  testability.  OpenStack Amulet tests rely on workload status to
  determine when a charm's units are in a ready state.  Also, users need
  to be able to observe the extended unit status via juju status.
