[Bug 1534662] [NEW] rsync missing as a dependency

Public bug reported:

"nova migrate" -- and perhaps other actions -- use rsync to move
instance disks between compute hosts. Apparently rsync is not listed as
dependency, since it was not installed in my OpenStack setup.

$ apt-cache policy nova-compute
nova-compute:
  Installed: 1:2015.1.1-0ubuntu1~cloud2
  Candidate: 1:2015.1.1-0ubuntu1~cloud2

$ lsb_release -rd
Description:	Ubuntu 14.04.3 LTS
