OK so this is fixed in the charm as a workaround, and the required SRU
to take away the badness in cinder is currently awaiting release in
proposed.

Bug description:
  hi install liberty openstack with next charms and include cinder and
  ceph. after login into hprizon and click on default shows me pop uo
  info Error: Unable to retrieve volume limit information.

  after adding the below code in cinder.conf and restart the services
  fix it bu same needs to be implemented in charm itself.

  encryption_auth_url=http://<keystone vip>:5000/v3
