Bug description:
  The directory /usr/lib/python2.7/dist-packages/magnum/db/sqlalchemy
  misses alembic.ini and the whole alembic subdirectory, so magnum-db-
  manage upgrade head fails with the error 'There must be at least one
  plugin active.'
