[Bug 1618554] [NEW] swift-object-reconstructor service doesn't have upstart scripts in Ubuntu UCA swift packages

Public bug reported:

We use OpenStack upstream puppet manifests to deploy OpenStack Mitaka
release and we found the following error with Swift installation from
Ubuntu UCA repository:

So, our puppet manifests failed with the error:
(/Stage[main]/Openstack_tasks::Swift::Proxy_storage/Service[swift-object-reconstructor]) Could not evaluate: Could not find init script or upstart conf file for 'swift-object-reconstructor'
