aodh is not seeded in main and has no reverse-dependencies in main.
Demoting these packages again until this happens.

  Package works out of the box with no prompting. There are no major bugs in Ubuntu and there are no major bugs in Debian.  Unit tests are run during build.

  All are in main except for python-setproctitle.

  FHS and Debian Policy compliant.

  [Maintenance]
  Simple python package that the OpenStack Team will take care of.

  [Background]
  Cotyledon provides a framework for defining long-running services.
