Hi Iggy,

Thanks for the report.

I'm not sure why you'd need the cloud archive enabled if you're using
pip.  The cloud archive is meant to be used with Debian-based package
installs, rather than pip-installed packages, and mixing the two types
of packages can results in a mixed-bag of an environment that would not
be stable or supported.

Bug description:
  When we install python-setuptools from the cloud repo, it is too new
  to work with the version of python-pip that is included with trusty
  (as can be seen with `pip freeze`). If we then manually install a
  newer version of pip with easy_install it works fine.
