In that case, if this is for kilo then python-keystoneclient should be installed when neutron-server is installed.  It is specified as a run-time dependency in our kilo package's d/control file:

Bug description:
  neutron-server will not authenticate tokens without python-keystone
  client. Without it, you get a token auth error like this:

  [-] Authorization failed for token

  I don't see it as a dep or recommends.
