Assuming this is for Mitaka, I don't think this is a valid bug.  Neutron
dropped it's dependency on keystoneclient in Mitaka in favor of
keystoneauth.  If you still think this is a bug, please provide some
more information on symptoms that you're seeing.

Note:  We generally populate run-time dependencies in the debian/control
file based on upstream's requirements.txt contents. Here's what upstream
has for Mitaka:
https://github.com/openstack/neutron/blob/stable/mitaka/requirements.txt.

Bug description:
  neutron-server will not authenticate tokens without python-keystone
  client. Without it, you get a token auth error like this:

  2016-03-01 21:34:22.015 106098 WARNING keystonemiddleware.auth_token
  [-] Authorization failed for token

  I don't see it as a dep or recommends.
