Looks ok to me, and sufficiently covered by automatic tests. I close
this as the upload sitting in unapproved does not close this bug, just
refers to it.

Bug description:
[Rationale]
The Ceph release target for Ubuntu 16.04 is the next stable release, Ceph Jewel (10.2.0 release). This will be released in advance of the 16.04 release date.
Right now we have an interim development release in the release pocket
(10.0.3) and unapproved upload awaiting entry into proposed (10.0.5)
and I'm updating packaging and testing the first RC for Jewel
(10.1.0).
Obviously we don't want to ship 16.04 with a development preview of
Jewel.
[Testing]
Each development release/RC/release version will be tested in
conjunction with OpenStack via PPA prior to upload to Ubuntu.
