ubuntu-cloud.canonical.com is a server in the UK so debs are very slow
from the US.

Ed is requesting the ability to use a local deb-proxy provided by maas
to provide openstack debs rather than going to the UK for these.

Explore using  /etc/apt/apt.conf
Acquire::http { Proxy "http://$DEB_PROXY"; };
