python-keystone ships this file in /usr/share/keystone/wsgi.py; for
liberty these have been renamed - this has been picked up for b3 - they
will be provided as part of the keystone package.

Bug description:
  With eventlet deprecated and scheduled for removal in M, Keystone
  needs to package the wsgi version in httpd/keystone.py. Right now
  tools like puppet-keystone are shipping their own copy and this is
  painful to keep updated.
