Bug description:
  Leading spaces in ceph.conf template cause functional test failure
  (configparser).

  Deploying the cinder-ceph charm, some of the options have leading spaces in the resultant /etc/ceph/ceph.conf:
  [global]
  auth_supported = none
   keyring = /etc/ceph/$cluster.$name.keyring
   mon host = 10.5.15.20 10.5.15.21 10.5.15.22
  log to syslog = false
   err to syslog = false
   clog to syslog = false
