  Package missing glance-manage.conf

Bug description:
  The pre-release Kilo packages lack the /etc/glance/glance-manage.conf
  file which causes the glance-manage command to use the
  /var/log/glance/api.log file instead of something more appropriate and
  consistent with other services such as the /var/log/glance/glance-
  manage.log file.
