I think we have two potential resolutions to this bug 1) add binaries
and init scripts for v2 to the neutron-lbaas-agent package or 2) add a
whole new v2 package for just the v2 agent.

Taking the second approach means opting in to running the v2 agent by
installing the package, rather than having it auto-enable on upgrade
with the first approach

Bug description:
  neutron-lbaas-agent package installed from liberty cloud-archive
  doesn't contain neutron-lbaasv2-agent executable.

  Steps followed:

  1) sudo add-apt-repository cloud-archive:liberty

  2) sudo apt-get install neutron-lbaas-agent

  --> Installed version:

  user at ubuntu:/usr/bin$ neutron-lbaas-agent --version
  neutron-lbaas-agent 7.0.0.0rc1

  
  --> Expected result:

  user at ubuntu:/usr/bin$ ls neutron-lbaas*
  neutron-lbaas-agent     neutron-lbaasv2-agent

  --> Observed result:

  user at ubuntu:/usr/bin$ ls neutron-lbaas*
  neutron-lbaas-agent
