  Upgrading to 1.3.0-0ubuntu1.1 causes a large number of connections

Status in python-oslo.messaging package in Ubuntu:
  Expired

Bug description:
  We upgraded a host icehouse host to 1.3.0-0ubuntu1.1 and all of a
  sudden instead of having the usual 2 connections open to rabbit we had
  10 and growing. We reverted back straight away but there is something
  very wrong with this patched version
