[Bug 1516543] Re: dpdk-init depends on executables in /usr/bin

SRU justification (Wily):

Impact: When running "/etc/init.d/dpdk start" the path used does not
include /usr/bin, which causes in the end hugetlbfs to be mounted a
second time.

Fix: Replace the offending commands by sed and additionally add /usr/bin
to the path just in case.

Testcase: Manually run the init script and check for duplicate mount
entries.

Title:
dpdk-init depends on executables in /usr/bin

Status in Ubuntu Cloud Archive:
  New
Status in dpdk package in Ubuntu:
  Fix Committed

Bug description:
/lib/dpdk/dpdk-init depends on a few executables in /usr/bin to parse
the current mounts on the host; however the init script only makes use
of /bin and /sbin so fails to execute correctly, resulting in
  duplicated mount.
