[Bug 1516543] [NEW] dpdk-init depends on executables in /usr/bin

/lib/dpdk/dpdk-init depends on a few executables in /usr/bin to parse
the current mounts on the host; however the init script only makes use
of /bin and /sbin so fails to execute correctly, resulting in duplicated
mount.
