Title:
  ceilometer-common installation fails, requires manual fixing using
  dpkg --configure -a

Status in ceilometer package in Ubuntu:
  Expired

Bug description:
  When trying to upgrade-charm nrpe-external-master, the upgrade-charm
  hook failed due to a previously failed install of ceilometer-common.
  dpkg complains about a su stanza failing in the postinst script of the
  package.

  running dpkg --configure -a manually seems to fix the issue.
