It is a dependency for neutron-l3-agent; however its not for neutron-
vpn-agent;  these packages need some re-alignment.

Bug description:
  radvd is required when setting up an ipv6 network on neutron-gateway.
  But it is not included as a dependency and has to be installed manually.

  Using Kilo cloud archive repo for trusty.
