FYI, cgregan also hit this issue with an autopilot-deployed Trusty-
Liberty HA cloud.

The UI error went away after we added this to /etc/cinder/cinder.conf on
the 3 cinder units, then restarted cinder services on those units.

encryption_auth_url=http://<keystone vip>:5000/v3

Bug description:
  hi install liberty openstack with next charms and include cinder and
  ceph. after login into hprizon and click on default shows me pop uo
  info Error: Unable to retrieve volume limit information.

  after adding the below code in cinder.conf and restart the services
  fix it bu same needs to be implemented in charm itself.
