Bug description:
  The upstart script in 1:1.0.0-0ubuntu1~cloud0 for barbican-api fails
  to start the service.

  To reproduce:

  # service barbican-api stop
  stop: Unknown instance: 

  # > /var/log/upstart/barbican-api.log

  # service barbican-api start
  barbican-api start/running, process 27261

  # ps -ef | grep uwsgi
  root     27682 23255  0 07:44 pts/4    00:00:00 grep --color=auto uwsgi
